Outsourced recruiting for small businesses in Israel

Phase two: find the person. The search run for you, against a role you approved, with every candidate scored the same way. You meet only the finalists.

Outsourced recruiting with Strategic Hiring Partners means Ahuva Fischer runs the search for one role in your business: the job post in English and Hebrew, sourcing in Jerusalem and across Israel, screening calls, structured interviews with a scorecard, reference checks, and a shortlist of two or three people with scores. You pay a flat fee agreed in advance, not a percentage of the salary.

The short version
  • For: owners with one important role to fill who do not have the hours, and do not want an agency fee tied to the salary.
  • Starts from: a one-page role definition. If you do not have one, phase one is added or done in a short form.
  • You get: the post, the sourcing, the screening, the interviews, the scores, the references, the offer prepared.
  • Your time: two or three final interviews and the decision.

How the search runs

  1. Post. Written from the one page, in the language the candidates read. It says what the person will produce and what it pays, so the wrong people do not apply.
  2. Source. The post goes where this role's people look. Ahuva also reaches out directly through her networks, which in Jerusalem are the Anglo business community, community organizations, agencies and small tech teams, and in Hebrew the Israeli business groups she is active in.
  3. Screen. A short call with every plausible applicant against the must-haves. No must-have, no interview. You get a weekly note on numbers and quality.
  4. Interview. Structured interviews with the scorecard, the same questions for everyone, scored before comparison. A work sample where the role allows it.
  5. Shortlist. Two or three people with scores, notes and what to probe in your interview. Ahuva joins your interviews if you want her there.
  6. References and offer. Reference calls on the finalist, then the offer and the written terms prepared with you, including what Israeli law requires in writing within 30 days of the start.

Where candidates come from in Israel

For an English-speaking owner, the obvious channels are the Anglo job lists and the WhatsApp groups, and they are fine for some roles. They are also where every other Anglo business is posting. Ahuva adds the Hebrew channels, direct outreach to people who are not looking, and referrals from her own network, which after a decade in Jerusalem tech, product and operations is wide. The mix depends on the role; a Hebrew-speaking bookkeeper and an English-speaking marketing lead are found in different places.

Screening and structured interviews

The screening call is ten to fifteen minutes and has one job: confirm the must-haves and the pay band before anyone invests an hour. The structured interview is the real filter. Each candidate gets the same questions, each answer is scored against written anchors, and the scores are written down before anyone discusses impressions. It removes most of the "I just liked her" that sinks small-business hires.

The evidence for this is about as strong as hiring research gets. A 2021 re-analysis of decades of selection studies found that

Recruitment solutions for a small business, compared

When a hiring manager in a small business needs staff, there are five ways to run the recruiting function. They differ in who owns the entire recruitment process, how it is paid for, and whether the business operations around the hire (the role definition, the onboarding) are anyone's job.

OptionWho runs the searchPaid howFits
Internal recruiting (the owner)You, with no internal HRYour timeRare, simple roles with a strong referral pool

Working with a recruitment agency is sometimes the efficient recruitment answer, and Ahuva will say so on the call. The difference the partner model makes is that the recruiting strategy and the selection process are built around the right fit for your business, the qualified candidates are screened against must-haves you wrote, and the search ends with a person producing rather than a CV accepted. Recruitment efforts that stop at the start date leave the costly part undone.

Is this recruitment process outsourcing (RPO)?

Recruitment process outsourcing is the enterprise version of what this page describes: an RPO provider takes over the entire recruitment function for a company, often on site, with recruiting technology, employer branding and a team, and bills monthly. RPO providers are built for companies that recruit all year. The benefits of outsourcing they sell, letting internal teams focus on core business while a specialist runs the recruiting process, apply to smaller organizations too, but the model does not scale down to one role.

Outsourced recruiting with Ahuva is the small-business version: one role, one recruitment partner, the recruitment process run from a page you approved, a flat fee instead of a monthly retainer. You get a recruiter who screens the talent pool against the must-haves and brings passive candidates in through direct outreach, without an HR team or an applicant tracking system behind it. For businesses that reach ten people and hire several times a year, the natural next step is fractional HR, where recruiting becomes a routine part of a few hours a week.

Why not a placement agency?

For some roles an agency is right, and Ahuva will say so: high-volume hiring, a very specialised field, a senior search with a retained firm. For the one important seat in a 12-person business, agencies have two problems. They work from your post, not from a page that says what the role must produce. And they are paid when someone starts, which rewards closing the search over getting it right. Strategic Hiring Partners is not a placement agency, does not keep a candidate pool and does not represent candidates.

Flat fee versus a percentage of salary

Agency fees in Israel are commonly a percentage of annual salary, paid on placement. A flat fee is quoted after the first call, based on the role, and does not move with the salary of the person you hire. You know the cost before the search starts, and the incentive is to find the right person, not the highest-paid one. For what goes into the quote, see pricing.

Questions about outsourced recruiting

Do I have to do the role definition first?

Yes, in some form. If you already have a clear page, Ahuva reviews it. If you do not, a short definition session is included, because a search without one brings the wrong people.

How many candidates will I see?

Two or three finalists, each already scored. You can ask to see more, and Ahuva will tell you if the pool was thin and why.

Do you recruit outside Jerusalem?

Yes, across Israel, including remote roles. Sourcing channels change by city and sector; the method does not.

What about onboarding after the hire?

It is phase three, onboarding, and it is where most of the value of a good search is kept or lost. Buying all three phases together is cheaper than adding it later.

Have a role that has been open too long?

Book a 30-minute call with Ahuva. You describe the role and the team. She tells you whether it needs defining, searching, onboarding or all three, and quotes a flat fee before anything starts.

  • Flat fee agreed before work begins, never a cut of the salary
  • English and Hebrew
  • Based in Jerusalem, working across Israel and remotely
  • Define the role, find the person, onboard them
