An HR and hiring consultant in Jerusalem

Ahuva Fischer lives and networks in Jerusalem. The definition session happens at your table; the search covers the city's Anglo and Hebrew networks; onboarding runs in both languages.

Strategic Hiring Partners is a Jerusalem-based hiring and HR consultancy for founder-led businesses: Ahuva Fischer defines the role with you, finds the person and onboards them, in English and Hebrew, for a flat fee. She is Israeli, has worked in Jerusalem tech and product teams for over a decade, and does most of her networking in the city.

The short version
  • In person: the 90-minute role-definition session and final interviews can happen at your office or a quiet spot in town.
  • Networks: Anglo founders and community organizations, Hebrew business groups, and Jerusalem's tech and product people, from Har Hotzvim to Talpiot.
  • Languages: English-speaking owners with Hebrew-speaking teams are the most common case, and the engagement is written for both.
  • Outside Jerusalem: Beit Shemesh, Modiin, Gush Etzion, Ma'ale Adumim and the rest of Israel by call, with visits when it helps.

Why a Jerusalem consultant rather than a Tel Aviv agency

Most recruitment agencies in Israel are built around Tel Aviv tech hiring: volume, percentage fees, Hebrew-first. A Jerusalem business with twelve people, an English-speaking owner and one important seat to fill is not their customer, and it shows in the service. The role gets a post, the post gets CVs, and nobody sits with the owner to work out what the person must actually produce.

Ahuva does the sitting. Her operations consulting since 2020 has been with exactly these businesses, and her hiring method came out of that work: the problems she is called in to fix usually started with a hire. She has interviewed and hired in Jerusalem since her first team at 23, a three-person development group she helped grow to ten.

Who in Jerusalem this is for

Most of Ahuva's Jerusalem work is with Anglo-owned businesses and practices, which in this city means agencies, clinics, consultancies and online businesses run from a Jerusalem apartment for clients in New York or London. The second group is community organizations and nonprofits. They hire rarely, and when they get it wrong the whole organization feels it for a year.

Small tech and product teams come to her because she's interviewed developers herself and doesn't charge a tech-agency fee for it. Hebrew-speaking family businesses and service companies come when they've grown past the point where the owner can keep doing the HR. And owners in Beit Shemesh, Modiin, Efrat, Gush Etzion and Ma'ale Adumim come because she'll drive out to them.

Human resources help in Jerusalem, for employers

Search for an HR consultant in Jerusalem and most of what comes back is job listings: human resources jobs in Israel, HR jobs in Jerusalem, recruiter openings with company ratings. That is the market for people who want an HR job. This page is for the other side of it, the employer in Jerusalem who needs a seat filled and has no human resources function to do it.

Companies in Israel large enough to post those HR jobs are, in our count of LinkedIn postings over 30 days, mostly hiring recruiters and talent acquisition people rather than generalists. The Jerusalem business with 5 to 50 people cannot hire a recruiter for one role. A hands-on consultant based in Israel, who sources and screens herself and knows both the Anglo and the Hebrew networks in the city, is the practical alternative.

Where Jerusalem businesses actually find candidates

Jerusalem's labour market has two halves that rarely see each other's job posts. The Anglo half runs on community email lists, neighbourhood WhatsApp groups and a few well-known job boards for English speakers; it is fast, it is free, and every Anglo business posts there, so a vague post disappears in a day. The Hebrew half runs on the national job boards, Facebook groups and the networks around the city's employers: the hospitals, the universities, the tech companies in Har Hotzvim, the offices in Talpiot and Givat Shaul, the nonprofit sector downtown.

A business that posts in only one half sees only half the candidates, and it is usually the wrong half for the role: Hebrew-speaking admin and operations people in the Hebrew channels, English-speaking marketers and developers for foreign clients in the Anglo ones. Ahuva sources in both, in the language each candidate reads, and adds the third channel that neither half uses well, which is direct outreach to people who are not looking. For a city where everyone knows someone, that is most of the search.

Questions from Jerusalem owners

Do you meet in person in Jerusalem?

Yes. The definition session is better in person, and Ahuva joins final interviews at your office when you want her there. Check-ins during onboarding are usually calls.

Are you a recruitment agency in Jerusalem?

No. Strategic Hiring Partners is a consultancy that runs your hiring process for a flat fee. It does not keep a candidate pool, does not charge on placement and does not represent job seekers. Job seekers are welcome to connect with Ahuva on LinkedIn, but this site is for employers.

Can you find Hebrew-speaking staff for an English-speaking owner?

Yes. That is the most common Jerusalem engagement. The role page is written so both sides read the same role, the post goes out in Hebrew, and the interviews run in whichever language the candidate works in.

Do you work with Jerusalem nonprofits and community organizations?

Yes. The eight-month CFO search Ahuva writes about was at a community organization. They hire rarely and the stakes are high, which is exactly where a defined role and a scorecard help most.
