Fractional HR in Israel for founder-led businesses

A senior HR partner for a few hours a week instead of a full-time seat, with hiring at the centre. For businesses with 5 to 50 people, in English and Hebrew.

Fractional HR means a senior HR person works for your business a few hours a week or month, instead of sitting in a full-time seat you cannot fill or justify. With Strategic Hiring Partners it is Ahuva Fischer, an operations consultant in Jerusalem, and the work starts with the thing most small businesses in Israel need most from HR: hiring the right people and keeping them.

The short version
  • For: businesses with 5 to 50 people, no HR person, an owner doing the HR between everything else.
  • Covers: hiring and onboarding, role clarity and job descriptions, manager support, the employment basics Israeli law expects from the first employee, and the people problems that land on the owner's desk.
  • Does not cover: payroll processing, legal representation, or anything an accountant or employment lawyer must sign.
  • Price: a flat monthly fee for an agreed number of hours, quoted after the first call.

What fractional HR is, in plain terms

"Fractional" means you buy a fraction of a senior person's week. A fractional HR partner does the work a head of people would do, scaled to a business where the whole HR job is 4 to 10 hours a week: hire when a role opens, onboard the person properly, write the job descriptions and the reporting lines, coach the first managers, and handle the conversation the owner has been avoiding.

It is not an outsourced HR department that processes payroll and answers a hotline. It is one named person, Ahuva, who knows your team and is in your week. In Hebrew the closest term is משאבי אנוש במיקור חוץ, HR outsourcing, but the fractional model is lighter and more senior than most outsourcing packages in Israel.

When a founder-led business needs fractional HR

The usual sign is a head count. Somewhere between 8 and 10 people the owner is still the only one who hires, onboards and deals with problems, and it's started to cost. Often there's a role that has been open for months, or a hire that didn't work out and nobody can say exactly why.

The second sign is the first managers. They were promoted because they were good at the work, and nobody has shown them how to manage, so the owner is still managing through them. The third is paperwork in the wrong language. An English-speaking owner with a Hebrew-speaking team often has the written basics (terms of employment, roles, onboarding) in one language or in none, and knows that Israeli employment law has rules from the first employee without being sure the business meets them.

If the only HR work you have is payroll and one hire every two years, you do not need fractional HR; a good accountant and one strategic hiring engagement will serve you better. Ahuva will tell you that on the call.

Why fractional HR is growing in Israel

We counted the HR and recruiting jobs posted in Israel on LinkedIn over 30 days. Talent acquisition and recruiter postings outnumber generalist HR three to one. So companies that can afford a full-time seat are spending it on the search, and the businesses that can't have the same open roles with nobody to run them.

Israeli companies posted 142 HR and recruiting jobs in one month

Open LinkedIn job postings in Israel for six titles, posted in the 30 days to 19 October 2026. Our own count, read from LinkedIn Jobs on that day.

Talent acquisition and recruiter postings (71) outnumber generalist HR (20) by more than three to one. Companies with a full-time seat to fill are paying for the search itself. A business with 5 to 50 people has the same problem and no seat to put it in.

US Google searches for "fractional HR" ran at 720 a month in October 2025 and 880 by September 2026, with a peak of 1,600 in May, by the Google Keyword Planner data we pulled on 19 October 2026. The Israeli market already has Hebrew-language providers ranking for the term. A senior person for a few hours a week is the model small businesses are choosing.

The basics Israeli law expects, from the first employee

The government's own English employment guide is clear about the first one:

Outside source, not affiliated with Strategic Hiring Partners
“Employers are obligated to inform new employees of their conditions of employment no later than 30 days from the date of commencement of employment, and 7 days in the case of an employee under the age of 18.”
Government of Israel, 'Employment' guide, Ninth Edition (English), page 27, Official guide published on gov.il. source
In many small businesses a fractional HR partner's first job is simply to check that every employee has that written notice and that it matches what they actually do. Then the owner needs to know what else applies, and there's a short list: prior-notice periods before a dismissal or a resignation, pension contributions, hours and rest days.

Ahuva isn't a lawyer. She documents, flags and prepares. Your accountant and an employment lawyer confirm. For the plain-English version of what applies when you hire, read how to hire employees in Israel.

What a month of fractional HR looks like

Owners ask what they are buying with "a few hours a week". A typical month in a 15-person business with one role open looks like this. The hours move with the quarter: a hiring month is heavier, a quiet month is lighter, and the block is agreed in advance.

WeekWorkHours, roughly
1Role definition session for the open seat; job post out in both languages; the written-terms check for the two newest employees5
2Screening calls; first structured interviews; a one-to-one with the newly promoted team lead on running her first performance conversation6
3Final interviews with the owner; reference calls; offer and terms prepared; the who-decides-what map updated after a client complaint exposed a gap5
4Onboarding plan for the hire; a 30-minute check-in with the owner on the next quarter's roles and budget; notes to the accountant on the pension enrolment4

Twenty hours, one hire made properly, one manager supported, two compliance gaps closed, and the owner out of the loop on all of it except the decisions. The month after, with no open role, it might be eight hours. That flexibility is the point of the model, and it is why the fee is a flat monthly amount for an agreed block rather than a retainer that assumes the same work every month.

Questions about fractional HR

How many hours a week is fractional HR?

Agreed on the call, usually a monthly block that fits the quarter ahead: more in a hiring quarter, less in a quiet one. The fee is flat for the block, and you can change the block at the end of a month.

Is fractional HR the same as HR outsourcing in Israel?

They overlap. HR outsourcing in Israel usually means a firm running a package of HR services, often including payroll preparation. Fractional HR is one senior person inside your week, focused on hiring, onboarding, structure and managers. Ahuva does not process payroll.

Do you handle Israeli labor law compliance?

Ahuva checks the basics are documented and tells you what to confirm with an employment lawyer and your accountant. She does not give legal advice or represent you in a dispute.

Can we start with one hire and move to fractional HR later?

Yes. Many engagements start with one strategic hire and continue as fractional HR once the owner sees what it is like to have someone own the people side.

Do you work with businesses outside Jerusalem?

Yes, across Israel, mostly remotely with occasional visits. Jerusalem businesses get Ahuva in the room more often.
